Personal information is collected for the purposes of processing applications, enrolment administration, delivering training and assessment, verifying eligibility and prior qualifications, meeting student support needs, and fulfilling OC’s obligations under the Education Services for Overseas Students (ESOS) Act 2000, the National Code 2018, the Standards for Registered Training Organisations 2025, and other relevant laws.

Information collected may include personal and contact details, visa information, academic and training records, progress reports, and other data required for enrolment and compliance with State, Territory, Commonwealth requirements. Information may be disclosed, where required, authorized government bodies such as the Department of Home Affairs, the Tuition Protection Service (TPS), and the National Centre for Vocational Education Research (NCVER), State or Territory training authorities, and other agencies for reporting, regulatory and statistical purposes only.
The information provided in this enrolment form may be used by the Australian Government for purposes including planning, administration, policy development, program evaluation, resource allocation, and reporting and/or research activities. For these and other lawful purposes, the Department may disclose information to its consultants, advisers, other government agencies, professional bodies, and other organisations as authorised or required by law.
Students may be contacted by NCVER or a Department-endorsed contractor to participate in surveys, audits, reviews, or evaluation projects related to vocational education and training in Australia. Participation in such activities is voluntary, and any information collected will be handled in accordance with the Privacy Act 1988 (Cth) and the Australian Privacy Principles.
In limited circumstances, OC may verify information contained in a student’s ImmiAccount or other visa-related documentation to confirm that details submitted to immigration authorities are consistent with enrolment information. OC will only request and collect information directly necessary for enrolment and compliance purposes. By signing and accepting an offer of enrolment, students are taken to have provided consent for this collection, use, and disclosure. Students may withdraw or amend their consent in writing at any time.
OC will not disclose its students’ personal information to unauthorised entities and ensures that all information is stored securely. Students may request to access and/or correct personal information at any time by contacting OC’s Student Services.
Students are encouraged to maintain privacy awareness when using social media and online platforms and to limit the disclosure of personal information, including contact details, location, and photographs, to trusted parties only.
The right to make of Complaints and seek Appeals of decisions and action under various processes, does not affect the rights of the student to take action under the Australian Consumer Law if the Australian Consumer Law applies.

Why we collect your personal information
As a registered training organisation (RTO), we collect your personal information so we can process and manage your enrolment in a vocational education and training (VET) course with us.
* If we do not receive your details in this form, we will not be able to proceed with your enrolment.
We use your personal information to enable us to deliver VET courses to you, and otherwise, as needed, to comply with our obligations as an RTO.
Additional Information Handling
As an international student, you may be required to provide visa-related documents (such as your Confirmation of Enrolment, visa grant notice, or other supporting evidence) to verify your eligibility and to ensure compliance with the Education Services for Overseas Students (ESOS) Act 2000 and the National Code 2018. In limited circumstances, OC may request access to information contained in your Department of Home Affairs ImmiAccount for the purpose of verifying that documents submitted to immigration authorities are consistent with your enrolment application. By signing this International Student Application Form, you agree to provide OC access to these information. Students who do not agree with disclosing information must inform OC in writing within 14 days of the finalisation of their enrolment.
How we disclose your personal information
We are required by law (under the National Vocational Education and Training Regulator Act 2011 (Cth) (NVETR Act)) to disclose the personal information we collect about you to the National VET Data Collection kept by the National Centre for Vocational Education Research Ltd (NCVER). The NCVER is responsible for collecting, managing, analysing and communicating research and statistics about the Australian VET sector.
We are also authorised by law (under the NVETR Act) to disclose your personal information to the relevant state or territory training authority.
How the NCVER and other bodies handle your personal information
The NCVER will collect, hold, use and disclose your personal information in accordance with the law, including the Privacy Act 1988 (Cth) (Privacy Act) and the NVETR Act. Your personal information may be used and disclosed by NCVER for purposes that include populating authenticated VET transcripts; administration of VET; facilitation of statistics and research relating to education, including surveys and data linkage; and understanding the VET market.
The NCVER is authorised to disclose information to the Australian Government Department of Education, Commonwealth authorities, State and Territory authorities (other than registered training organisations) that deal with matters relating to VET and VET regulators for the purposes of those bodies, including to enable:
- administration of VET, including program administration, regulation, monitoring and evaluation
- facilitation of statistics and research relating to education, including surveys and data linkage
- understanding how the VET market operates, for policy, workforce planning and consumer information.
The NCVER may also disclose personal information to persons engaged by NCVER to conduct research on NCVER’s behalf. The NCVER does not intend to disclose your personal information to any overseas recipients.

Surveys

By signing the attached ‘Enrolment Form’ and sending/forwarding that form to OC, the Student has agreed with OC to comply with these terms and conditions. These terms supersede and prevail over any other terms and conditions included in any purchase order, conformation, or other document or communication from the Student to OC.
1. Enrolment: On receipt of the Enrolment Form, OC may, in its sole discretion, either enrol the Student in one or more of the Training Qualifications, or decline to enrol the Student in one or more of the Training Qualifications. If OC enrols a Student in a Training Qualification, it will notify the Student in writing of such enrolment (such notice will specify the date, time and location of the Training Qualification).
2. Cancellations, Deferrals, and Suspensions: International students may apply for deferral, suspension, or cancellation of enrolment in line with the ESOS Act 2000, the National Code 2018, and OC’s Deferral, Suspension, and Cancellation Policy. OC may also suspend or cancel enrolment in cases of non-payment of fees, breaches of visa conditions, academic misconduct, or failure to comply with OC policies. All changes to enrolment will be reported to the Department of Home Affairs via PRISMS.
3. Qualification Fees: The tuition and non-tuition fees for Training Qualifications are set out in the Fees and Charges schedule provided with the Written Agreement. OC may, from time to time, vary its fees by publishing updated fees in its enrolment materials.
4. Scholarships and Discounts: Scholarships or tuition fee discounts offered by Orange College (OC) are conditional and subject to the student maintaining satisfactory academic progress, attendance, and compliance with all visa and enrolment conditions throughout the duration of their course. If a student fails to meet the required progress, attendance, or conduct standards, or breaches any condition attached to the scholarship or discount, the concession will be revoked, and the student will be liable to pay the full standard tuition fees applicable to their course from that point forward. OC reserves the right to review and adjust any scholarship or discount arrangements in accordance with this policy and relevant institutional guidelines. 5. Payment of Fees: Students must pay fees in accordance with the Payment Schedule in their Written Agreement. OC will not issue a Confirmation of Enrolment (CoE) or permit ongoing study until required fees are paid. Non-payment of fees may result in suspension or cancellation of enrolment and reporting to the Department of Home Affairs.
6. Qualification rescheduling: OC may cancel, postpone, reschedule, or relocate any Training Qualification due to low enrolments or other unforeseen or unexpected circumstances. If OC exercises this option, OC will use its reasonable endeavours to notify students of any such chance to a Training Qualification as early as practicable in the circumstances.
7. Student Visa Obligations: Students are required to
a) Maintain a valid visa with study rights
b) Maintain satisfactory course progress and attendance in line with the National Code
c) Maintain Overseas Health Cover (OSHC) for the duration of their visa
d) Notify OC within 7 days of any change to their residential address, contact details, or visa status
Intellectual Property Rights: Any intellectual property rights in Training Materials remain the property of OC. Students are granted a non-exclusive, non-transferable license to use Training Materials for the purpose of study only.
9. Privacy: OC collects, stores, and discloses student information in accordance with the Privacy Act 1988 (Cth), the ESOS Act 2000, the National Code 2018, and the Standards for Registered Training Organisations 2025. Information may be shared with the Department of Education, the Department of Home Affairs, the Tuition Protection Service (TPS), NCVER, and other government authorities as required by law.
10. Collection of Information: Personal information collected by OC may be used for purposes including, but not limited to, student enrolment, regulatory compliance, visa and reporting obligations, administration of studies, and communication with students. Consent for such collection and use is considered to have been provided upon acceptance of the offer of enrolment. Students who wish to withdraw or amend their consent must do so in writing to the College.
11. Complaints and Appeals: Students have the right to access OC’s Complaints and Appeals Policy to resolve any decision affecting their enrolment. Accessing the complaints and appeals process does not affect a student’s right to pursue remedies under the Australian Consumer Law.

- I have read and understood and consent to the privacy notice and have completed all questions and details on the enrolment and eligibility forms.
- The information herein provided is, to the best of my knowledge, true, correct and complete at the time of my enrolment.
- I am eligible to study in Australia as a holder of a Subclass 500 Student Visa or other visas that permits enrolment with a CRICOSregistered provider. I understand that my enrolment and study obligations are subject to the conditions of my visa and Australian immigration laws. I acknowledge that it is my responsibility to maintain a valid visa, as well as a valid OSHC, that allows study with OC and to comply with all relevant conditions set by the DOHA.
- I authorise OC to collect and use my personal information for the purposes of enrolment, compliance, and reporting, in accordance with the Privacy Act 1988, the ESOS Act 2000, and the NVETR Act. I understand that in limited circumstances, OC may request access to information contained in my ImmiAccount or visa application to verify that documents submitted to immigration authorities are consistent with my enrolment application. I consent to OC collecting, using, and disclosing my personal information as required under State, Territory, and Commonwealth legislation for the purposes of enrolment, regulatory reporting, and communication. This consent remains valid unless I notify the College in writing that I wish to withdraw or amend it in writing.
- I agree to notify OC within 14 calendar days of any changes in my visa status.
- I understand that my enrolment is subject to meeting OC’s entry requirements, including academic and English language proficiency standards, as applicable.
- I confirm that arrangements have been made to pay the fees and charges for this qualification as per the payment schedule/plan provided, and I understand that my enrolment is conditional upon payment.
- I have read and understood the Scholarship Policy and I understand that any scholarship or tuition fee discount granted by OC is conditional upon my maintaining satisfactory academic progress, attendance, and compliance with all visa and enrolment requirements. I acknowledge that if I fail to meet these conditions, or if my enrolment or progress is breached, the scholarship or discount will be withdrawn, and the standard tuition fees for my course will apply.
- I have read and understand the Student Handbook.
- I will inform OC of any changes in my contact details, including my email address, via info@orange.edu.au.
- My participation in this course is subject to the right to cancel or amalgamate courses or classes. I agree to abide by the rules and regulations of OC.
- I confirm that I have been informed about the training, assessment and support services to be provided and about my rights and obligations as a student at OC.
- I authorise OC or its agent, in the event of illness or accident during any OC activity, and where emergency contact or next of kin cannot be contacted within reasonable time, to seek ambulance, medical or surgical treatment at my cost.
- I have access to the internet and a printer, complying with OC’s policies.
- I agree to comply with all the Terms and Conditions included in this Enrolment Form.
- I consent to OC using and publishing my name, and any photographs or videos taken during my studies or while participating in OC activities for educational, promotional, or reporting purposes. This may include publication or distribution through OC’s website and social media platforms, both in Australia and internationally. I understand that I may withdraw or limit this consent at any time by notifying OC in writing. If I do not wish my personal information, images, or recordings to be used or published, it is my responsibility to inform OC prior to participation in such activities.
